PUAFER005 Operate as Part of an Emergency Control Organisation

PUAFER005 develops the skills and knowledge needed to work as part of an Emergency Control Organisation (ECO).

An ECO is the group of people appointed to perform specific emergency roles within a facility. Wardens work within this structure rather than acting alone.

The unit covers three main stages:

  • preparing before an emergency
  • responding during an emergency
  • supporting post-emergency activities.

This can include responding to alarms, assisting occupants and communicating with other ECO members. Wardens may also support evacuation procedures and help account for people after an incident.

The course covers more than fire prevention or fire extinguishers. A facility's emergency procedures may deal with a range of emergency situations and potential hazards.

PUAFER005 was developed for facilities covered by Australian Standard AS 3745 and AS 4083. This gives the training a clear Australian Standards context. It does not mean that completing PUAFER005 alone makes a workplace fully compliant with either Standard or every WHS requirement.

Units Delivered

The standalone Fire Warden course delivers:

PUAFER005 - Operate as part of an emergency control organisation

PUAFER006 Chief Warden training and PUAFER008 fire extinguisher training are separate units.

Combined training courses are also available where a workplace needs several emergency roles covered.

Who Should Complete PUAFER005?

PUAFER005 is relevant to ECO members who may act as:

  • wardens
  • floor wardens
  • area wardens
  • deputy wardens.

It can suit employees, supervisors, managers, WHS staff and facilities teams who have been appointed to one of these roles.

Not every employee needs to complete PUAFER005.

The right ECO structure depends on the facility and its emergency arrangements. Important factors can include:

  • building or site layout
  • number and location of occupants
  • operating hours
  • work shifts
  • workplace risks
  • emergency procedures.

There is no universal national rule that requires exactly one warden for every 20 employees.

What Does a Fire Warden Do?

A Fire Warden helps put the facility's emergency procedures into action.

Before an emergency

Wardens should understand their role and know the site's emergency signals. They should also know evacuation routes, assembly areas, communication systems and relevant emergency systems.

They may identify problems that could affect an emergency response. For example, they may notice blocked access, potential hazards or faults with emergency equipment. These issues should be reported through the correct process.

During an emergency

Depending on the facility's procedures, a warden may:

  • respond to alarms and warnings
  • put on designated warden identification
  • give clear directions
  • communicate with other ECO members
  • assist with evacuation
  • help people who need extra support
  • check assigned areas where safe
  • account for occupants
  • pass information to people contacting emergency services.

Wardens are not expected to place themselves at unreasonable risk.

Being a Fire Warden also does not mean a person is automatically trained or expected to fight a fire.

After an emergency

Post-emergency duties may include completing reports and taking part in a debrief.

Wardens may also help follow the site's procedures for safe re-entry.

What You'll Learn

The practical training is based on the requirements of PUAFER005.

Topics include:

  • Fire Warden and ECO responsibilities
  • command, control and coordination
  • facility emergency response procedures
  • pre-emergency planning
  • alarms and emergency signals
  • emergency stations and control points
  • evacuation procedures
  • assembly and muster areas
  • shelter-in-place or lockdown where relevant
  • hazard identification
  • dynamic risk assessment
  • emergency communications
  • directing occupants and visitors
  • assisting people who need extra support
  • accounting for occupants
  • summoning first aid
  • emergency equipment and systems
  • ECO identification
  • safe work practices
  • incident reporting
  • post-emergency debriefing.

A dynamic risk assessment means checking conditions as an emergency develops. The warden then adjusts their actions when risks change.

Facility emergency response procedures are the site's instructions for dealing with an emergency. They may cover alarms, communication, evacuation and assembly areas.

Fire Warden Training for Port Macquarie Workplaces

Port Macquarie organisations may need wardens across different buildings, work areas or shifts.

Onsite group delivery may suit:

  • healthcare and aged care facilities
  • hotels and accommodation providers
  • hospitality businesses
  • schools and childcare services
  • offices
  • retail premises
  • warehouses
  • industrial sites
  • construction and trade businesses
  • government and community facilities.

These workplaces do not all have the same emergency training needs.

Onsite delivery can make group training easier to organise. Several staff can train together while the employer plans attendance around normal operations.

This can be useful for businesses with several ECO roles or staff working across different shifts.

Workplace Emergency Planning in NSW

Fire Warden training is only one part of workplace emergency preparedness.

Under the current Work Health and Safety Regulation 2025 (NSW), a person conducting a business or undertaking must ensure that an emergency plan is prepared for the workplace.

The plan must address matters such as:

  • an effective response to an emergency
  • evacuation procedures
  • contacting emergency service organisations
  • medical treatment and assistance
  • communication during an emergency
  • testing emergency procedures
  • information, training and instruction for relevant workers.

The emergency plan must also be maintained so it remains effective.

The Regulation does not state that every worker must complete PUAFER005 or that every Fire Warden must repeat the unit every 12 months. Training requirements should be considered as part of the workplace's wider emergency procedures, risks and ECO arrangements.

Course Delivery

PUAFER005 has two main training delivery options.

Face-to-face training

The standard course includes at least four hours of face-to-face contact time.

Training and assessment may take place at your workplace or at another suitable facility.

Actual duration can vary based on learner and delivery needs.

Online learning with face-to-face assessment

Learners can complete part of the course online before attending a practical assessment.

The practical component includes at least 30 minutes of face-to-face contact.

This is not the total course duration. Learners must also complete the required online learning and other assessment activities.

Because practical skills must be demonstrated, PUAFER005 is not a 100% online nationally recognised course.

Optimum Training also offers a separate 100% online non-accredited Fire Warden course.

This is a different training product. It should not be confused with PUAFER005 when the national unit is required.

Entry Requirements

Participants need official photo identification.

Learners must also be able to hear, see and respond to emergency signals and warnings.

They need enough physical capability to take part safely in practical demonstrations and scenarios. This can include assisting occupants where required by the assessment.

Participants also need basic language, literacy and numeracy skills.

They should be able to:

  • read emergency instructions
  • understand safety information
  • follow signs and basic equipment information
  • communicate clearly during scenarios
  • follow verbal and written directions
  • complete simple workplace forms and reports.

Learners completing online study also need suitable digital skills, internet access and a compatible device.

PUAFER005 has no prerequisite unit.

How Is the Course Assessed?

Successful completion requires both theory and practical assessment.

Current Optimum Training assessment activities include:

Practical scenarios

  • Prepare for Emergency Situations
  • Operate as a Warden in a fire emergency

Workplace documentation

  • Emergency equipment fault log
  • Emergency evacuation incident and debrief form

Theory assessment

Learners complete multiple-choice and short-answer questions.

Practical assessment takes place in suitable workplace situations or realistic simulated conditions.

Attendance alone does not show competency.

Learners must complete all required assessment activities and show the required skills and knowledge.

What Do You Receive After Successful Completion?

Learners who successfully complete PUAFER005 and meet all assessment requirements receive a Statement of Attainment for PUAFER005 Operate as part of an emergency control organisation.

Nationally recognised training and assessment are delivered and assessed on behalf of Allens Training Pty Ltd, RTO 90909.

Optimum Training is the client-facing training provider. It should not be confused with the RTO.

Fire Warden or Chief Warden: Which Course Do You Need?

The right course depends on the role you will perform during an emergency.

Fire Warden: PUAFER005

Choose PUAFER005 if you will work as a member of the ECO.

This can include wardens, floor or area wardens and deputy wardens.

Chief Warden: PUAFER006

PUAFER006 Lead an emergency control organisation is for people who lead and coordinate the ECO.

This can include:

  • Chief Wardens
  • Deputy Chief Wardens
  • Communications officers.

PUAFER005 is a prerequisite for PUAFER006.

If you are responsible for coordinating the overall emergency response, Chief Warden training may be the better pathway.

Do You Need Fire Extinguisher Training as Well?

PUAFER005 does not automatically include fire extinguisher training.

PUAFER008 Confine small emergencies in a facility is a separate unit. It focuses on responding to small emergencies and using suitable first-response equipment.

If your team needs both skills, consider the PUAFER005 + PUAFER008 Fire Warden and Fire Extinguisher course set.

PUAFER008 is not required for every Fire Warden.

Organisations that need Fire Wardens, Chief Wardens and extinguisher training can also consider the PUAFER005 + PUAFER006 + PUAFER008 course set.

Choose the option that matches the duties assigned to your staff.

Onsite Group Fire Warden Training in Port Macquarie

For businesses with several staff to train, onsite delivery can make booking simpler.

Optimum Training can arrange group training for Port Macquarie workplaces. This is subject to course, location and trainer availability.

Benefits can include:

  • training several ECO members together
  • reducing staff travel
  • planning sessions around operations
  • coordinating training across shifts
  • using practical workplace-style scenarios
  • arranging related fire safety training where needed.

The trainer brings the required training equipment and materials for group sessions.

When requesting a group booking, provide:

  • your Port Macquarie location
  • approximate participant numbers
  • preferred dates
  • the roles staff need to perform
  • any shift or operating constraints.

This helps determine whether standalone PUAFER005 or a combined course is more suitable.

How Often Should Fire Wardens Train?

PUAFER005 does not state a fixed national expiry period.

That does not mean emergency preparedness should stop after the course is completed.

Employers may schedule refresher training and emergency exercises as part of their wider emergency planning. The timing should reflect the workplace's emergency plan, risks, personnel and applicable requirements.

The NSW WHS Regulation requires emergency procedures to be tested and requires the emergency plan to address how often that testing occurs. It does not set a universal six-month evacuation drill interval for every workplace.

A practice evacuation is also not the same as completing PUAFER005 again.

There is no basis for stating that every Fire Warden must repeat PUAFER005 every six or 12 months.

Employers should check the requirements that apply to their facility when planning ongoing training and exercises.

Why Choose Optimum Training?

Optimum Training provides practical workplace training for individuals and organisations.

For Port Macquarie employers, key benefits include:

  • nationally recognised PUAFER005 training under the Allens Training RTO relationship
  • practical scenario-based assessment
  • onsite group delivery subject to availability

Fire Warden Training Port Macquarie FAQ

What is the nationally recognised Fire Warden course?

PUAFER005 Operate as part of an emergency control organisation is the nationally recognised unit commonly used for workplace Fire Warden roles. It covers preparation before an emergency, actions during an incident and post-emergency duties within an ECO.

Does PUAFER005 align with Australian Standards?

PUAFER005 was developed for facilities covered by AS 3745 and AS 4083. This gives the unit a direct Australian Standards context. Completing the course alone should not be described as guaranteeing compliance with AS 3745, AS 4083 or all workplace emergency obligations.

Who should complete PUAFER005?

PUAFER005 is relevant to wardens, floor or area wardens and deputy wardens. It is not automatically required for every employee. Employers should decide who needs training based on their emergency procedures and ECO structure.

How long does Fire Warden training take?

The standard face-to-face course includes at least four hours of contact time. The online pathway also has a required practical assessment with at least 30 minutes of face-to-face contact. The 30 minutes is not the total course duration.

Can Fire Warden training be completed online?

PUAFER005 can include online learning, but a face-to-face practical assessment is still required. It is not a fully online nationally recognised course. Optimum Training also offers a separate non-accredited online Fire Warden course.

Is there a practical assessment?

Yes. Learners complete practical scenarios, theory questions and workplace-style documentation. Practical activities include preparing for emergencies and acting as a warden during a simulated fire emergency.

Does Fire Warden training expire?

PUAFER005 does not specify a fixed national expiry period. A workplace may still require refresher activities or emergency exercises. These should not automatically be treated as a requirement to repeat PUAFER005 after a set period.

What is the difference between a Fire Warden and a Chief Warden?

A Fire Warden works as part of the ECO. A Chief Warden leads and coordinates the emergency response. PUAFER005 covers warden duties, while PUAFER006 covers leading an ECO. PUAFER005 is a prerequisite for PUAFER006.

Does PUAFER005 include fire extinguisher training?

No, not as part of the standalone unit. PUAFER008 Confine small emergencies in a facility is separate. A combined PUAFER005 + PUAFER008 course is available when both skill sets are needed.

Can Optimum Training deliver at our Port Macquarie workplace?

Onsite group training can be arranged for Port Macquarie workplaces subject to course, location and trainer availability. It can help employers train several staff together while reducing travel and disruption.

Can we train Fire Wardens and Chief Wardens together?

Yes, where the appropriate combined course is booked. Optimum Training offers a PUAFER005 + PUAFER006 + PUAFER008 course set for workplaces that need Warden, Chief Warden and extinguisher training.
